Digidesign Sounddesigner Universal translates all the 8- and 12-bit sampler formats from the past incl. Emax.
16bit sampler formats were added w/ version 1.5 I own.
It also does Oberheim DPX-1.
The only format it isn´t capable to handle is EMU II.
That´s because there was a separate Soundesigner application for EII existing.
The prob w/ Avalon is, you definitely need a dongle.
Today, there are several solutions to deal w/ the old sample formats, but mostly regarding storage of samples, conversions and creating images of floppy disks.
It might be a solution to use a combination of such solutions on a modern computer which is faster and doesn´t deal w/ midi sample dump, which is too slow.
You need SCSI as a minimum IMO and the only ATARI machine w/ SCSI I have experience with is Mega STe 4. Never had a Falcon here, so it might be a alternative too.
Definitely, today I avoid using ATARI for sample editing.
Wavelab on PC is great.
For transfer of samples from hardwaresamplers to a computer, I´m setting up a old Mac G3 now.
Internaly, you can use IDE drives w/ larger sizes and externaly you connect SCSI drives which is ideal because my hardware samplers external drives are SCSI too.
So it´s easy to disconnect the sampler-drives and simply connect these to the G3 using it as a mass storage drive.
If you have sample library CDs, do SCSI copys of these w/ the Apple machine, these are 1:1.
The most promising conversion app is Chicken Sys Constructor,- it converts sampler content back and forth and regardless of their age, it also deals w/ EII.
"Back ´n forth" means,- if you have some WAV or AIF samples, content from software samplers p.ex., you´re able to reconvert this for you hardware sampler from the past too.

EMXP is also worth a try, especially for the Emax
http://users.skynet.be/emxp/
there are also links on the site for tools for OB-DPX-1 and Omniflop, an app which deals w/ almost any floppy disk formats.
This way, you´re able to convert samples and program structures into a format your prefered sample editor is able to deal with and then back.
Even you´d have to deal w/ 2 or 3 different programs then, it´s much faster than dealing w/ midi sample dump,- and the programs would reside on the same machine.
Avalon is a collectors item, but not for todays daily work I fear.

Thanks for the clarification Pewe, i understand better now.
I didn't understand it don't need a dongle.
As for multitasking, since then i ask for atari gear on a music forum i use. Someone offers me a ste, stf, falcon030, mega st, cubase 3.11 and
cubase audio with interface. I expect it will be concluding.
As for Avalon (appart of old apple computer and Alchemy) is one of the only program i found that is supposed to allow communication or 12bit midi dump with emax.
