I think it's clear you need corrosion proof contacts, such as stainless steel. I'm suggesting you embed them in gypsum to separate them to some degree from the soil itself. We all agree this will meet your need for low accuracy. Are you OK with this, because I don't think we're going to come up with anything cheaper (another of your requirements).
