there are many products and service providers in this field now. I work in that field. GPS is rarely used due to no-sky-visibility, high cost, battery life. The more popular techniques are bar codes and RFID readers at choke points and portals. The location of the conveyance (truck, rail, container ship) is known, and other systems know what item is on what conveyance. The shipping industry is doing these services for premium rates, for perishables like lobsters and high value cargo.
