The Atmel STK500 is an evaluation system that includes a serial and HV-parallel programmer for AVR-devices. If you want to build your own STK500: forget it. It is by far cheaper to buy it at your local Atmel dealer. If you are heading for an AVR-programmer, try your best friend Google and you find both, serial and HV (HighVoltage) parallel programmers. Besides that, or should I better write 'before that' take a look at the various documents (like AVR910) Atmel offers on their website.
