Steve There are two components to switch rating. Make/break which is limited by arcing concerns. And carry which is limited by the switches conductivity and ability to dissipate power. It is not uncommon for a switches rating to be limited by the make/break in which it may well be able to carry higher currents at lower voltages. If the manufacturer doesn't specify it I wouldn't depend on it in production though, at least not w/o some extensive testing.
