He's using Vista.  That may be as wrong as you can get ;)

Some of the new security items Vista introduced are good things although 
they break a lot of software.  The reason they are necessary though are 
because everybody ignored NT's security provisions to begin with.  Of 
course Microsoft Office was a key culprit in that.
