The downgrade is free if I've understood the procedures correctly.  You do
need a copy of XP but since you've been working on computers for a while I
wouldn't expect that to be an issue (if all else fails get a copy from a
neighbour who is "upgrading".

Before attempting that route though have you turned UAC off?  I don't know
that it will work but it wouldn't take long to try it.

If you do decide you still want to ditch Atmel, consider moving to a micro
that is better supported in multiple environments rather than throwing out
all of your non-atmel gear.
