How about this?
A water tight ball with a magnet in it.  A magnetic field sensor at the
top of the tank.  The higher the fluid level, the more mag field sensed. 
Use a permeable tube to hold the floating ball so that it stays
more-or-less in one area.  A magnetic sensor sensitive enough for this to
work might be pricey though.  This is a kind of fancy way to do the force
sensor you suggested with no moving parts but a floating ball. :)
