Uhh... the usarts are not configured by fuse bits, you do that in your software. As long as you don't have the M103 compatibility fuse programmed which turns off a lot of the features to make it the same as an old Mega 103.
Download the mega64 datasheet from Atmel's website and read the section on Flash Programming which tells you what the fuse bits do.
