Flatness tells you how much the on-resistance varies with voltage over the range of allowable voltages. Thus, I would expect 0.5ohm flatness to indicate that the resistance will be within a 0.5ohm "window", maybe with an average of 2.5 ohms or maybe 2.5ohms at some nominal voltage (probably given in the spec sheet).
