Despite best efforts, it happens. There is no known way to change the fuses from the application code. So, the simple answer is that they never were programmed. I've seen way wierder things.. How about a box with test station stickers from half a dozen tests, which contains not a fully tested transaction terminal, but a human wig... ? Factory swore up and down it was impossible. Same thing with boards that never had all the components inserted! 40 pin DIPs missing. Don't look for UFOs when the answer is "someone made a mistake".
