Huh? The TQFP is just plain old PLASTIC. What version of the data sheet do you have? I have used well over 1,000 TQFPs AVRS and never seen the pad. Are you using the QFN package? That's the one with the pad IIRC, not nice. Anyway it would be nicer to switch to the M164 instead if you could.
