Definitely. I was about to start a new project using ATMega8 and found out that nobody has them in stock. To make the picture complete, I am in Moscow, Russia.
However ATMega16A are really cheap now, I've bought 20 for $1.7 each.
The seller told me the following: "We all have problems with Atmel. They simply do not ship orders."
