Hi Kat,
To me this sounds like some sort of scam. However if there is 
genuine money behind it it might be worth approaching a university. 

As a student of UWA (Im a Perthie) this would make a very 
interesting final year project for a group of students, either 
developing a custom silicon solution or a parralel 'off the shelf' 
computer. You benefit from free labour, the students benfit from 
getting a unique oppertunity to develop a product that otherwise 
would be way beyond any uni's budget.
