It's all relative, but I don't think 99.00 USD for an ice-200 is really 'quite costly'. Especially compared to some of the higher end ICEs. Admittedly the ice200 is on the out the way out, and jtag / debug wire are going to be the direction for low cost ICE. But, I found the ice-200 an INCREDIBLY useful low cost tool for the older chips.
