Check the schematic for the chip in the manual: they show an internal pull-up on that line. (fig 22, reset logic). Same for the reset line - you can leave it unconnected if you are using the internal BOD. I disagree, unused pins should be taken high via a resistor.. you wouldn't want that pin bouncing to a zero level whilst in circuit now would you? So, *YES*, take it to VCC via a 4k7/10k resistor..
