Hi,

with CKSEL1, CKSEL2 and CKSEL3 to 1, you are running
on internal oscillator at 1 MHz, this explains your
1/8 ratio.

to run on 8MHz external crystal, you need to have
CKSEL1, CKSEL2 and CKSEL3 programmed that is set to 0
(zero), that the trick with fuses!!!
