No, 3 volts positive/negative is the minimum specification. Six volts  
provides one with a comfortable margin.

In practice many receivers accept anything under 0.25 and anything  
over 3.0 so 0.25 to 3.0 is the "no man's land" while the spec says -3  
to +3 is the undefined region.

I have never seen a so-called RS-232 implementation that required  
more than 3 volts if the ground was connected correctly between the  
two systems.
