As they point out in the manual, it uses more power supply current if it's enabled. You don't have to bother with the pseudo-connector; for development (which is where you'd want DWEN, right?) you could just use a test clip to do serial programming or HV serial programming in-circuit (but you have to be sure that your circuitry doesn't interfere with the programming pins). Or you could use a programming socket and program the fuse in an STK500 or something (though ZIF 8-pin SO sockets are expensive, I'd guess). Or you could use a test clip and supply power and ground and programming signals from an STK500 or other serial programmer (this is what I plan to do for my SO-8 Tiny45s). If you're hand-soldering prototypes, this may be the easiest. Or you could solder the tiny down first and program it using a test clip, then do the rest of the circuitry.
