A google search for radio clock will get you some info on low freq time
sources.

an old part that did this from Temic was U4226B - out of production, but
the datasheet is useful

I saw a circuit using a cypress PSoC to do the decode on their website
appnote AN2xxx

OKI has some parts but my local rep could not get me any info on them
other than the part number ML6190 / MK907x

 

Everything above is for US frequencies,  I expect Australia is
different.
