The interrupts work fine.  Do a ctrl+F7 to run it, click your cursor 
on the second "rjmp    TIMER0" line, and then click ctrl+F10 (run to 
cursor.)  With a 4MHz clock it should hit the first interrupt at 
16.386ms, the second at 20.035ms etc.
