If you are referring to something like the programmer found at
http://www.lancos.com/e2p/avrisp-stk200.gif then you should be able
to. I built this one for use with my ATmega16 and I programmed the
fuses just today without a problem. Unless the 32 is different than
the 16, you should be good to go.
Also, I use pony prog to actually do the programming.
