I frequently get this error when I accidentally change the target device
setting in the device programmer. I am not sure what causes it to
change, I think it is a misplaced mouse wheel movement or something. But
suddenly it is trying to program a mega64 instead of the real device and
you get an error like the above.

So in short check your programmer is still set to the right device.
