For doing things on the cheap, take a look at the Ghetto Development System:
http://www.instructables.com/id/Ghetto-Programming%3a-Getting-started-with-AVR-micro/?ALLSTEPS

And then follow up with the Microcontroller Programming instructable:
http://www.instructables.com/id/Micro-controller-programming%3a-Making-a-set-of-traf/?ALLSTEPS

And one more good cheap dev system:
http://www.instructables.com/id/AVR-mini-board-with-additional-boards/?ALLSTEPS

Along the way, look at avrfreaks.com and avrbeginners.net, both of these are good.

All of these should give you a great intro to the AVR family. Good luck.
