Hmm, I'm afraid that is the nature of the beast. You need to spec your part to handle the expected temperature. If you are having CPU clock issues then you need to not use the internal RC and go with a more stable source like an oscillator or crystal I think. A heat sink will only help to bring the chip to the ambient air temperature, it can't make it cooler that the environment around it (especially the board its soldered to.)
