I have done some Tiny projects where we used Reset for IO and used HV
programming instead of ISP. It caused a lot of trouble, the HV
programming seemed to be a lot flakier than the LV programming. This was
not using a Dragon to program it though, we were using an Equinox
Epsilon programmer which may have contributed to the flakiness. I am not
sure the JTAGICE can do HV programming at all.

We try to avoid HV programming mode now if we can.

Also if you are using debugwire Atmel say you have to be able to
disconnect your IO circuitry from the reset pin for debugwire to work.
