I have done some Tiny projects where we used Reset for IO and used HV programming instead of ISP. It caused a lot of trouble, the HV programming seemed to be a lot flakier than the LV programming. This was not using a Dragon to program it though, we were using an Equinox Epsilon programmer which may have contributed to the flakiness. I am not sure the JTAGICE can do HV programming at all. We try to avoid HV programming mode now if we can.
