Does the master need to have a slave present before it can transmit? 
[does there have to be handshaking or can it just send?]

Nope. It will cheerfully spew into thin air.

BUT: If your software is looking for data coming back, (you receive
when you transmit) then things might hang, depending on how it's
written.
