I was also thinking along the lines of isolating the rod and run the
output of a EHT transformer to it. (about 15KV)

Then as soon as anyone touches the bar you can sense the current
and a few mics posted along the bars will detect the screaming
of the toucher. Foolproof....

Well... I was thinking fast risetime maybe 0 - 5V..

The UV from the sparks can be used to localize too, with UV-trons and
a rotating cylinder with slot.
Triangulate with two or more!
(how rube goldberg can we get here...?)
