I found it difficult to use, and it needed to be modified to support the AT-Tiny26 chip I wanted to use. This was also poorly documented and Atmel admitted the fact which they said they would fix. It is exactly what you say, a "development system", and in that respect it's not too bad as it's fairly flexible. However, this flexability makes it a very fiddly to use as a simple programmer. It all you are after is a simple easy to use programmer (as I was), you'll probably find it quite frustrating. Not everyone wants to flash LEDs on a development board, and IMHO Atmel made a mistake by pushing the STK500 as their base level programming solution.
