Digikey does have them... Go to www.digikey.com and search for "dip socket" and then apply filters for 28 pin and 0.3 width and any other criteria (e.g. gold or tin plate). E.g. ED3128-ND (Tin) at $1.66/ea or $10.65/10 ED56283-ND (Gold) $3.03/ea
