As mentioned in title, I would like to unlock the fuse bits of
Atmega128 so that I can download program via parallel ISP again.

You mean serial isp via the parallel port? You'll need to erase
the chip to clear any lock bits then set the spien fuse, using
a jtag programmer or a real parallel programmer (stk500).

I use parallel isp for downloading program as usual, however, I have
few atmeag128 whose fuse bit is locked.  I would like how to unlock
the fuse bit.
