Hi,
I also have thoughts why equipments are desinged to work in some certain voltages. Like.....

1. Most of electronic items uses 12V.
2. Radio transceiver HF/VHF/UHF work on 13.8V. (Why 13.8 such a odd figure)

A fully charged 12V car battery actually delivers 13.8 V.

13.8 volts is the voltage level on the supply line of a 12v automotive battery under charge, so is an appropriate supply voltage for equipment intended for mobile use.

13.8 volts is supposed to be the voltage of a standard "12 volt" battery 
when fully charged.
