Unable to download code in ATmega88

Hi all,
I'm working as firmware engineer @ India. I'm new to AVR controllers .. earlier i used to work on hitachi's H8 series ..
I'm able to write the code in C & its working properly when i simulate the same .. the problem is dumping the code .. when i'm trying to dump the code i encounter the following problem. One more thing i wanted to add was the controller given to me was not a virgin controller it was used earlier by some one else .. I would be delighted if u can provide me the sloution or atleast the root cause of the problem. If i'm overlooking any other settings (i've mentioned all my settings below) plz let me know abt the same. Kindly help me as i'm unable to complete my project.

PROBLEM:
My device is unable to enter into the programming mode .. its unable to dump the code .. and it pops up the following bug:
"A problem occured when executing the command. See the command output for more info.

Tip: Check the ISP programming frequency specified on the 'Board' page is well below 1/4 of the clock frequency of the device. Extra precaution should be made when using the CKDIV fuse and/or Clock Prescalar Register (CLKPR) on parts supporting this. If this does not help, check your connections.

See the troubleshooting section in the help system for more information on wat may have caused the problems."

Microcontroller - ATmega 88
Crystal - 20 Mhz
Programming mode - ISP (In System Programming)
I'm selecting the following jumper settings while trying to dump the code.
Jumper Settings:
VTARGET ® Mounted

AREF ® Mounted

RESET ® Mounted

XTAL1 ® Mounted

OSCSEL ® Mounted on Pins 2& 3

BSEL2 ® Not - Mounted

PJUMP ® Not - Mounted
STK 500 User Interface Settings:
Device: ATmega88
Programming mode - ISP (In System Programming)
Fuses:
Brownout detection disabled - selected
Divide clock by 8 internally - not selected
Ext Full swing crystal - [ CKSEL = 0111 & SUT = 11]
Note: I've selected Auto verify & smart warnings at the end of the block
Lock Bits:
Mode1
Application Protection mode1
Boot loader protection mode1
Advanced:
Read Signature
Read Cal Byte
Board:
STK500 Osc : Read
ISP Freq: Write

Move to quarantaine

This moves the raw source file on disk only. The archive index is not changed automatically, so you still need to run a manual refresh afterward.
