John it is not that hard, if you are going to make lots or use this as a 
basis for other projects, put a set of link or set of dip switches in 
that on boot up declare the location and then auto sub / add the 
required amount to UTC (GMT in old speak)

For Australia you only need 3 switches:

WA add 8 hours
SA / NT add 9.5 hours
rest of Au add 10 hours

Do daylight saving by external parameter (even manual offset change)
