This dev board from Wright Hobbies is only U$10 and has built-in programming ports for 10- and 6-pin programming cables.

This is an excellent board and is well designed.  It will work as a target board as well as a small development system.  In addition Eddy Wright does a great job of responding to requests.

What the OP wanted IIRC was something that can be used
WITHOUT a computer ie have something that you can download
your code into and stays there. Then just push a button
to program the target board.
