No, the vf-1 does things to an audio signal and the midi is for controlling
the settings of the vf-1.
I remember I had the same question about midi years ago.

A keyboard synthesizer sends a  "Note On" midi-command while pressing down a
key and so the keyboard starts producing the sound of a chosen patch in the
pitch  that belongs to the pressed down key.
There is no way a VF-1 can send a "Note On" and "Note Off" midi-command and
trigger a synth or keyboard patch.
It is an effects processor, also it is good to realise that it has only  a
Midi Out and not a Midi Tru (but this is another but related topic).
