Figured it out last night.

The little plastic piece attached to the bottom of the expression pedal  
had apparently bent up underneath the pedal and was no longer anywhere  
near the sensor.  Once I got everything back to where it was supposed  
to be and recalibrated the pedals it worked like a charm.

I may eventually buy the Roland controller, but I already had the  
Behringer and it looks as though it'll be fine for now.
