This might be completely off the wall, but would there be a way to synch it either to digital clock or to black burst? We have a Grass Valley sync/color bar generator hooked up to everything with an input to accept it, and it's frame accurate. I know this is a different kind of sync than what we're talking about, but maybe there's a way to incorporate it.
