I've found that applying liquid flux and then adding solder to smt parts 
will usually get them off pretty quickly.  Get the part hot, keep the 
iron moving between the pads and keep adding solder.  Then cleanup the 
mess with solder wick and finally isopropyl alcohol.  I've yet to damage
a board doing this.  With some of the special tools, it is actually 
easier to damage the board when used incorrectly.  A hot-air desoldering 
tool can scorch a pcb very quickly.

soldered parts easier:

I haven't tried it, but it looks very interesting.  Unfortunately it is 
a little bit pricey.
