The fact that the sequencer always starts when midi clock is received is the
reason for your 3 voice problem in programm mode. One voice is occupied by
the sequence, the other three can be played externally.
As a workaround you can setup a combo and choose the deired program as 4
voice polyphonic part, the remaining three parts set to off.
Then you'll have 4 voices available.
