I don't have your exact setup but I think that you are correct in that the PEK isn't designed to be a multi-channel keyboard controller.
The combo midi channel settings only overwrite the global midi reception channel for each combo part, not the transmission channel.
So the PEK always sends messages on the global channel whether it's in combo or program mode, but it's midi reception channel is dictated by what mode it's in (combo or program) and the midi settings associated with each.

You might be able to achieve what you want by using some kind of midi filter/routing software on your PC though.

I'm hoping for another Evolver s/w update in the future. I think there's a few things that could be done to improve the functionality and feature set. Still - it's an insane piece of gear!

Here's my setup. I have a K2600XS as my master controller. It sends
program changes to my PEK and to a Roland XV-5080. Sometimes I setup
the PEK in Combo mode for internal sounds only and others to be a
controller for the XV-5080. PEK is setup globally on MIDI channel 14.
The XV-5080 on channel 16 for program changes and 13 for all MIDI
parts. I try setting the PEK combo (part 1) to channel 13 so that it
plays the XV-5080 sounds. Nope, that doesn't work. I have to set the
PEK part 1 to the same as the Global MIDI channel. And then match the
XV-5080. Half the time the PEK doesn't respond to program changes from
the K2600. What the hell is the deal. Worked great with my Korg Trinity.

Is anyone doing what I want it to do?
