Yes - peak can edit/create 16 bit/128 sample wav files, so it'll work.
Just start with a new document , strip silence, crop it to 128 samples and use the drawing tool.
peak will play a loop of 128 cycles so you can audition it too.

This moves the raw source file on disk only. The archive index is not changed automatically, so you still need to run a manual refresh afterward.
