You CAN pan with modulation. It's destination #25 on the "Modulation Destinations" list in the owners manual. Also, you don't have to sync two pairs of oscillators in order to effectively get a centered sound. Just program two oscillators exactly the same, and they will be close enough. You can even detune them a little, and the image will still sound fairly centered.
