Hi Okan,

First, yes they should come with the kit, but over
time sometimes they become separated from the cymbal. 
If you pick up a used cymbal, sometimes you get them,
sometimes you don't.

What they do is clamp to the cymbal stand, with their
rod part going through the small hole behind the
cymbal stand hole in the cymbal, to keep the cymbal
from pivoting around - which can make it a hard target
to hit.  Since it is hard to deal with Yamaha, and
since it seemed like a straight forward part to
improvise with, that's what I did.
