I use a SoundBlaster LiveValue that I've had for a couple of years 
for recording with great results. I've done many songs with a 
standard rock setup - guitar, bass, vocals, drums. I've seen them as 
low as $30. Bigger priced sound cards usually get you better bit rate 
while recording. The SBLive is 16 bit, so you won't get as good of 
quality as a 24 bit card, but the sound quality is still really good. 
Beware - the newer Audixy card from SoundBlaster boasts 24 bit for 
playback only. The input is still 16 bit. 
Another consideration is the number of simultaneous inputs you need. 
I'm a 'one man band' so I can get away with only recording one 
instrument at a time.  
Another thing with the SBLive is that you can use SoundFonts as MIDI 
tones, which are basically actual instrument sounds recorded and MIDI-
ized. There are a lot of good sounds out there for free and some are 
really good. 
I guess my long winded 2 cents is that you don't have to spend your 
max to get a really good card. And you could have some dough for all 
those 'extra' things you always seem to need - cords, interfaces, 
etc.
