This issue has come up in this group and the www.vdrums.com site many times and there are alot of "physical solutions" that have been offered up to solve or semi-solve this problem. You can use the search engine. But...... I got my first acoustic set when I was ten years old in Germany and learned on the old hard rock stuff (ie. Black Sabbath, Deep Purple, Uriah Heep, etc.) and I played very loud and we lived in an apt. building with 24 families (three stairways with 8 families each). When we moved back stateside we lived in temporary military housing in a duplex housing project for six months and then moved to a single family home with lots of old farts in the neighborhood that didn't like lots of noise. The one piece of advice that I got very early on was "Drums are loud, annoying and most people can't stand them....but close friends and family will tolerate them." The key was to make friends, good friends of your neighbors BEFORE you play for the first time, do free stuff for them, volunteer to help them. I cut many yards of grass, carried out trash and help do chores for many neighbors before I played for the first time and I have never had a problem. I selected the "social solution" as oppose to the "physical solution" and it has always worked for me. Can my neighbors hear me play?....absolutely....do they say anything?..NOPE, (because I can stop doing nice things for them and people can be so greedy and getting free help) , and now that I am an OldGuy, it still works. I understand this may not work in all situations, but it has work for me for 46 years. Good Luck.
