Korg DW8000, Mono/Poly, MS-20...

I have a DW8000 with the angel city mod that seems to be acting
strangely. If I set the mode to any of the "Local Off" modes it does
not respond to incoming MIDI messages.

I checked with MIDI OX and with the synth in local off mode, it still
transmits data as it should, but does not respond to incoming messages
generated by MIDI OX or another synth.  

This does not seem to be normal behavior for a local off mode, is this
correct? Can anyone confirm if this is normal behavior or not? It 
*should* still respond to incoming MIDI, right?
