Lew, Select your photo or batch of photos and the the "File" "Export" Command. You will get the dialog box below. Select where you want the files to go. Check the resize box and have the longest side no larger than 2500 pixels. Under file settings leave the quality at 100% This should get you pretty close to your 4MB limit.
