Probably yes, although I have not actually run any of their color pigments in Epson printers.  The thermal head range of parameters for what works well is rather narrow.  So, I think it's a good bet that the HP color pigments have characteristics that are very similar to the neutral Z3100/3200 Vivera PK and Gray pigments that I've used.

I think another question is what you'd want to do this.  Epson pigments are very good.  If you're going to pay the OEM prices and want to run an Epson printer, I'd stick with Epson pigments that are made for the printer.

The reason I've used HP neutral pigments is that they are the best blended color + carbon ink I know of.  Epson does not make a blended ink similar to it.  So, if I want the best neutral blended ink in a custom B&W setup, the HP pigments are what I use.
