I don't know what the variables are.  I've never had any biological activity.  I just use store bought distilled water.  The glycerol is 99.7% pure from San Jose Scientific.  I store the base in the usual relatively clear ink bottles in a room with 2 small windows.  They have been there for years now.  My daughter's 3.5 year old carbon-6 mix seems to be fine after that long a time in a CIS in a dorm room.

At the other extreme, I've been told commercial inks with biocides will sometimes grow algae in the CIS lines in Arizona sun.
